The licence journey in British Columbia

Each stage has to be held before the next one opens, so the order below is also the timetable. Insurance Corporation of British Columbia (ICBC) sets every hold period on it.

British Columbia is the one province where the organization that tests you also insures you. ICBC is the public auto insurer and it runs driver licensing, so the same body writes the knowledge test, books the road test and prices the policy afterwards. The learner rules here are visible from outside the car, the geography puts mountain passes and long winters on the syllabus, and the knowledge test runs against a clock. These notes cover what is different about learning to drive in British Columbia.

  1. 7L, Class 7L learner licence

    The first stage. You pass the knowledge test and a vision check, then drive with a qualified supervisor beside you and an L sign on the vehicle.

  2. 7N, Class 7N novice licence

    You pass your first road test and drive alone with an N sign displayed, under passenger and alcohol conditions that stay in place for the whole stage.

  3. 5, Full Class 5 licence

    The full licence, with the novice conditions gone and the sign off the car. How a driver reaches it is changing: a second road test has been the route, and from 19 October 2026 ICBC reads the driving record it already holds instead. The eligibility tool covers which case applies to you.

How many questions are on the ICBC knowledge test?

Fifty, and you get 45 minutes to work through them. The timer is generous for the number of questions, so most people run out of certainty long before they run out of time.

How many mistakes are allowed on the BC knowledge test?

Ten. You need 40 correct out of 50 to pass, so the eleventh wrong answer ends the attempt as a fail.

Fifteen dollars per attempt. On top of that you pay $17 for your first licence photo, and every retake costs the same $15 as the first sitting.

How long do the L and N stages last?

You hold the L for 12 months before your first road test. The N stage runs 24 months, or 18 months if you complete an approved driver education course.

What is the road test pass rate in British Columbia?

Provincially it runs at roughly 50 to 58 percent, so close to half of all road test attempts end in a fail. Individual offices sit well above and well below that band.
