It adds the published fees our data layer holds for the province you pick, plus the failed attempts you add, and leaves every step we cannot source out of the total rather than filling it in.

It is a floor built from published fees, not an estimate of your whole bill.
The total on this page adds up the fees our data layer carries with a named source and nothing else. Where a step has no sourced fee, the step still appears, marked unpriced, and contributes nothing. That keeps the arithmetic honest and it makes the total lower than what you will really spend, which is the safer direction to be wrong in.
Outside it sit the costs that vary too much to publish: lessons, a driving school, the car you test in, and the time off work that a weekday appointment costs. In Quebec the mandatory course is the largest of those and it is the one we cannot price at all.

Why some steps have no price on them
Road test fees are the biggest gap. For three of the four provinces here our sources carry the knowledge test fee and not the road test fee, and a plausible looking number in that space would be worse than a blank, because a blank sends you to the licensing body and a wrong figure does not.
