Every other province in the country starts you at a counter with a knowledge test. Quebec starts you at a driving school, and the test comes much later. That single difference reorders the whole process and it is the thing newcomers to the province find hardest to accept.
It is not a booking backlog and it is not something to escalate. The course is the entrance to the system, and the wait on the learner licence is written into the design, so there is nobody to ask for an exception.

The course is the entrance, not an upgrade
In every other province driver education is optional and usually rewarded with a shorter waiting period. In Quebec it is how you get in. You enrol with a school recognised by the province, and without that course you do not reach a licence at all.
The course runs in phases that mix classroom sessions with sessions behind the wheel, and the phases are spread out on purpose so that real practice happens between lessons instead of being crammed in before a test. That structure is the reason the process takes as long as it does, and it is also the reason a Quebec learner arrives at the road test with more supervised hours behind them than most.
Cost it into the plan from the start. A driving school sits inside the path here rather than beside it, so the money and the calendar it takes are part of getting licensed rather than an optional extra you might skip.
The learner licence arrives early
The learner licence comes early in the course rather than at the end of it, so you are driving with an accompanying driver while the lessons carry on. That is the opposite of the mental model people bring from elsewhere, where the licence is the reward for passing something.
The accompanying driver has to hold a valid licence of the right class and to have held it for the period the SAAQ sets, and they sit in the front passenger seat. You must have no alcohol in your system at all, and demerit points count against a lower threshold than the one full licence holders live with.
Use the months. The learner period here is long enough to do the thing supervised driving is actually for, which is building judgement in conditions you would otherwise avoid: winter surfaces, night driving, a busy left turn, an unfamiliar city.

The wait before the knowledge test
The knowledge test does not open until you have held the learner licence for a set period, and that period is measured in months rather than weeks. It is the single fact most worth telling somebody before they make plans around a licence date.
The wait is part of the design rather than a line you are standing in, so there is nothing to escalate and no earlier appointment to hunt for. Drivers who were licensed elsewhere in Canada and moved to Quebec find this the hardest part of the system to accept.
What that changes about preparation is the pacing. In Ontario or Alberta the knowledge test is something to prepare for in a week. Here you have months, and the sensible use of them is a little study alongside the driving rather than a scramble at the end, because by the time the test opens you will have been driving long enough for the rules to be habits rather than facts.
In Quebec the knowledge test only opens after you have held the learner licence for 10 months.

The exam is split into parts, and each part carries its own pass requirement. Clearing it means clearing every part rather than reaching one overall total, which puts Quebec closer to the two halves of the Ontario test than to the single score used in British Columbia and Alberta.
Fail one part and you wait before you may attempt it again, and that wait is long enough to reshape a plan. A single weak subject costs a month here, which is a far heavier penalty than the same weak subject would carry anywhere else in the country.
So the preparation that pays is the unglamorous kind: find the subject you are worst at before you book, not after. Work it until it stops catching you out, then book.

What we do not print, and why
We do not publish a question count or a pass mark for the SAAQ exam, because we have not sourced those figures from the SAAQ itself. Numbers for them circulate, and they may well be right, and that is not good enough for a page that asks you to trust every other number on it.
Everything we do show carries the body that published it and the date we checked it. Leaving a gap where a figure would go is the cost of that, and it is a cost worth paying, because a page that fills one gap with a guess has quietly told you nothing on it can be relied on.
For the format, ask the SAAQ, and confirm it when you book, since the format is theirs to change. If you find the current figures published by the SAAQ, they will be on our Quebec pages the next time we check the province.
What it costs
The knowledge test fee itself is the smallest of the four provinces covered here, which is a small mercy in a process that has already put you through a mandatory course.
It is not the real cost of getting licensed in Quebec. The course is, and the course is not optional, so a fair comparison with another province has to put the school fees on the Quebec side of the ledger and the shorter waiting period on the other.
What Quebec buys with all of that is a learner who has done a structured programme rather than one who read a handbook and booked a test. Whether that is worth the months is not really a question you get to answer, but it is worth understanding rather than resenting.

The road test, and the licence after it
The road test follows the knowledge test and the rest of the course, and passing it gives you a probationary licence. You drive alone from then on, with a zero alcohol rule that applies for the whole of that stage and a lower demerit threshold that continues with it.
Points collected on a probationary licence can stop you moving up to a full one. That is a slower and more expensive punishment than the ticket that caused it, because it holds you in a stage with conditions attached rather than simply costing you money.
Two Quebec specifics are worth carrying into the road test itself. A right turn on a red light is prohibited everywhere on the island of Montreal, at every hour, with no sign needed to make that true, while the rest of the province allows it after a complete stop unless a sign says otherwise. And winter tires are required on passenger vehicles for a defined winter period across the whole province, which is the strongest rule of its kind in the country.
