The BC road test after the licensing change

What the remaining Class 7 road test checks, how an N driver now reaches Class 5, and which fees and restrictions still matter.

A BC learner still takes the Class 7 road test. Since the October change, an eligible novice driver moves to a restricted Class 5 through a driving record assessment instead of a second road test.

BC has one road test in the ordinary new driver path as of 19 October 2026. The Class 7 test takes a learner to the N stage. A novice driver with the required safe record later applies for a Driving Record Assessment to reach Class 5. That Class 5 still carries a temporary zero alcohol and zero drug restriction. Passing the first test does not skip the novice period.

This distinction matters when someone says that BC has removed its road test. ICBC removed the later test, not the supervised drive with an examiner. A person holding an L should still prepare a car, book the Class 7 appointment and practise the driving skills the examiner assesses. A person already holding an N should check the record criteria before arranging an upgrade.

The test that remains

ICBC still requires a Class 7 road test before a learner receives an N. The learner period is at least 12 months. The earliest road test date appears on the licence, which is more useful for booking than guessing from the day a knowledge test was taken. A pass changes the licence stage and allows independent driving subject to the N conditions.

The examiner assesses how the candidate observes, controls speed, leaves space, communicates and responds to hazards. Intersections, lane changes, backing and parking can all be part of the drive. ICBC says the examiner gives directions with time to act and may ask the candidate to identify hazards. No one should treat a list of possible manoeuvres as a promised route or a fixed order.

That gives a practical preparation order. Practise safe observations before practising a perfect parking finish. A turn completed neatly without checking for a cyclist is not a safe turn. Practise intersections, residential streets, parking and lane changes in ordinary traffic, then ask a supervisor to point out where your eyes and signals arrive too late.

What October changed for the person with an N

On 19 October 2026, the Driving Record Assessment replaced the second road test for the Class 7 novice path. The assessment asks whether the driver has accumulated the required period of safe driving without the listed convictions, suspensions or prohibitions. It is an application at a licensing office, not an automatic upgrade on a birthday or anniversary.

For a driver under 25, ICBC requires at least 24 months of safe driving on the novice licence. An approved GLP course completed during the learner stage can bring that to 18 months. A driver who is 25 or older needs at least 12 months. During the relevant period, ICBC requires no conviction for excessive speed or electronic device use and no driving prohibition or suspension.

The course exception is specific. Taking lessons is not the same as completing an approved GLP course during the L stage. A driver who merely attended part of a course should use the ordinary period. For someone with a suspension, the issue is the safe driving record after the suspension, not the number of months since the first road test.

Try it on real questions

Prepare for the learner stage before arranging the Class 7 drive.

If the driver was already partway through

Someone who held an N when the change began may already have received an ICBC letter about a one time automatic upgrade. ICBC says that pathway depended on the record remaining clear between its letter and the change date, and on the licence staying valid. A driver should check the current class on the driving record rather than assuming every old N became a Class 5.

A person who had booked the old second road test should check the notice ICBC sent and the current driving record. The former second test is no longer the route from N to Class 5. A booking in that old system was not itself an upgrade. If the card still says N, the driver should follow its restrictions until the record or ICBC confirms a different class.

For a driver who did not qualify for automatic treatment, the current route is the same record assessment used by later novice drivers. ICBC accepts an appointment or a walk in at a driver licensing office. Online, choose Driving Record Assessment at an ICBC office; that online booking option does not cover a Service BC office or a driver licensing agent.

An N remains an N until the upgrade

The N sign remains required while the driver holds the novice licence. ICBC also keeps the zero blood alcohol and zero blood drug conditions, and the ban on personal electronic devices even when operated hands free. The usual passenger limit is one, with exceptions involving immediate family or a qualified supervisor. Check the current ICBC description for the exact supervisor conditions before using that exception.

An N holder who has finished the minimum months should not remove the sign on that date. Passing the record assessment and receiving the Class 5 upgrade is the change in status. This is easy to miss because no further road test appointment marks the transition. The visible sign and the conditions on the current licence remain the safest way to decide what applies during the wait.

The ban on devices is broader than the rule for a fully licensed driver. A phone in a mount, or a voice command, can still be a problem for an N driver. A conviction for device use can also prevent the clean record needed for the later assessment, so the licensing consequence reaches beyond the immediate ticket.

The restricted Class 5 is a separate stage

A successful Driving Record Assessment gives a Class 5 with restriction 55. ICBC describes it as zero blood alcohol and zero blood drug content while driving for 12 months. The expiry date is printed on the back of the licence. A prohibition or suspension before that date restarts the restricted period from reinstatement.

The N sign and its passenger limit end at the upgrade. The zero alcohol and drug condition does not. That difference is the reason to read the new card instead of treating Class 5 as a single set of privileges. ICBC says restriction 55 expires automatically after the required safe period; no fresh card application is needed simply to remove it.

The record assessment has two distinct questions: is the N driver eligible for the upgrade, and what applies after the upgrade? The first depends on safe months and disqualifying entries. The second is the temporary restriction on the new Class 5. Mixing them up can make a driver believe that the zero rule ended when the N sign came off.

Booking the Class 7 appointment and bringing a car

ICBC lets candidates book, change or cancel the Class 7 road test online. It collects the test fee when the candidate arrives. The road test booking page says to use the earliest date printed on the learner licence and to arrange the appointment ahead of busy periods. Standby testing is another option for someone able to wait at a licensing office.

Bring one primary and one secondary accepted piece of identification, payment, and a safe insured vehicle with a Canadian plate. ICBC asks for the plate number at check in. It does not provide the candidate with a car. A car sharing vehicle used by someone who is not the named member needs an original authorization letter from the company for that attempt.

Check lights, glass, wipers, tires and insurance before travelling to the office. Turn off navigation and recording equipment for the test. If the vehicle does not meet the test requirements, an appointment can end before any driving is assessed. ICBC asks for at least 48 hours notice when cancelling or rebooking to avoid its published cancellation fee.

What the fees mean

There is still a fee for the Class 7 road test. ICBC says it is paid on arrival. Confirm the current test charge with ICBC when booking instead of treating an old screenshot or a private driving school price as the official fee.

For the later record based upgrade, ICBC lists $17 to replace the current licence as soon as the driver qualifies, or $75 when renewing to a new licence near expiry. Those are licence transactions, not a price for a second road test. A driver who received the one time automatic upgrade could keep the existing card or pay for a replacement showing the new class.

Separate the money in the same way as the stages: test payment for the first road test, then a licence transaction when the record assessment succeeds. A candidate may also pay a driving school for lessons or a test car, but those prices belong to the provider. ICBC does not publish one provincial amount for private instruction.

A worked timeline

Consider a hypothetical learner, Maya, who has held an L for 12 months and reaches the earliest road test date printed on her licence. She books the Class 7 test, brings an insured car and passes. That pass gives her an N, not a Class 5. If she is under 25 and did not complete an approved GLP course in her learner stage, ICBC requires at least 24 months of safe novice driving before the record assessment.

Suppose Maya reaches that period with no listed conviction, prohibition or suspension. She can visit an ICBC licensing office and apply for the assessment. If approved, she may pay the $17 replacement transaction for her current card. Her N sign then comes off, but restriction 55 means zero alcohol and zero drugs for another 12 months. If she gets a prohibition during that period, ICBC restarts the restriction after reinstatement.

The dates in this example are deliberately relative. Maya still must use the eligibility date and licence status ICBC holds for her own record. The example shows why one passed road test, two later licence statuses and a clear driving record all matter at different points.

Worth remembering

  • The Class 7 road test still takes a learner to an N.
  • The later N to Class 5 step is a Driving Record Assessment against a safe driving record.
  • An N keeps its sign, passenger rule, zero alcohol and drug conditions, and device ban until the upgrade.
  • Restriction 55 keeps zero alcohol and zero drugs for 12 months after a successful Class 5 upgrade.
  • ICBC lists $17 for an immediate card replacement and $75 for renewal near expiry. Confirm the separate road test fee at booking.

Questions people ask

Did BC remove the first road test?

No. A learner still passes the Class 7 road test to get an N. The removed test was the later road test that used to lead from N to Class 5.

Does an N become Class 5 automatically after the required months?

Ordinarily, no. ICBC requires an eligible novice driver to apply for a Driving Record Assessment at a licensing office. Some drivers already eligible at the change date had a separate one time automatic upgrade.

Can I use my phone after the N sign comes off?

ICBC says its N device ban applies while you hold the novice licence. Check the conditions on your new card and the general BC distracted driving rule before using any device.

What if my second test was booked when the rule changed?

Check ICBC’s message and your current driving record before assuming your licence class changed. The old second test is no longer the route from N to Class 5.

Is the new Class 5 unrestricted?

No. Restriction 55 requires zero blood alcohol and zero blood drug content for 12 months, subject to a restart after a prohibition or suspension.
